Firstly, I apologise of this isn't in the right section.
Recent experience with the IPCC found me in receipt of correspondence that showed their investigation to be utterly incompetent, containing obvious errors and misleading statements, and completely biased in support of the police. I should point out that the police actions, or lack of them, would be considered fairly incompetent by any standards, although they were ably assisted and encouraged in that incompetence by the CPS. Their insistence that this investigation was satisfactory, in spite of obvious factual inaccuracies, leaves the aggrieved with the option of a judicial review, which at £10,000 or so a go, he is not able, or inclined, to take up.
I thought that this was a one of, but then I had contact from a couple of other individuals who say they have had similar experiences.
I'm starting to think that the ethos of the IPCC is to cover up police errors, and only taking positive action where the publicity situation makes it inevitable, much like most professional standards departments appear to act.
I would be interested in the experiences and opinions of board members.

Yes - I will PM you later with more information about the six reports I
have and numerous letters.
But to start the ball rolling I would put forward the view that the IPCC
is there to support the IPCC.
They don't like criticising or contradicting the police because it gets
them into all sorts of trouble. The Police federation, ACPO and the
Home office are on various boards of stakeholders, they are more
much more important to the IPCC than complainants. In fact they are
the classic toothless regulators.( you may notice the i in IPCC logo is
greyed out..)
When I have presented the IPCC with irrefutable proof of misconduct,
particularly about the Police's own complaints department, they
refuse to act because they do not have the power to demand
anything from the police. In my experience I have had complaints
which were chucked out by the Police upheld by the IPCC. I felt
vindicated until I was told by the IPCC that the Police refused to
accept the report and would not follow any of the recommendations
made by the IPCC. The Police refused to respond to me at all. The
IPCC told me in writing that they had no power to tell the Police
anything, so in this instant they had done their part and that was the
end of it.
If you look at bailii you will see that judicial reviews of Police forces
by the IPCC are rare and nearly all have failed.
None of the IPCC case workers or managers I have dealt with have
the faintest clue about the law, and merely accept what the Police
say must be true, as they are police officers.

I could go on for hours about what I have found. The fact that the
Public still have faith in the IPCC astonishes me , quite frankly I think
the IPCC's £37 million could be put to better use than the useless
puffs of self congratulatory BS they put out to the Press. Bad police
officers and the Public are not being served by these self important
prats. The sooner they are shut down and replaced by a regulator
with teeth and proper statuary powers the better.

Regarding a JR - how about doing a joint one with a protected costs
order on the issue of suitability of case workers?
Strange this - I don't think too many police officers would recognise these descriptions of the IPCC. They have a great many experienced investigators working for them who seem all too well versed in law and procedure. They have the 'powers of a constable' when carrying out their functions.
As to their seeming unwillingness to critisise, well Nick Hardwick is hardly a shrinking violet in that department.
Maybe this represents regional inconsistencies of approach.
I deal with the IPCC regularly with regards to police officers and their families who have made complaints.
My experience is that some caseworkers are incompetent and there is definately a bias in favour of police forces.
Police officers are unable to make a 'complaint' however the IPCC since 2004 have been the designated authority for police officers to report wrongdoing and have a dedicated phoneline but you have to look pretty hard to find the number.
The allegations are passed back to the force complained of and if the force decide to victimise the individual or refuse to record or investigate the matter; the officer does not have a right of appeal back to the IPCC where a member of the public would.
I have witnessed the IPCC condoning miscarriages of justice by failing to deal with serious allegations and agreeing to a force's request for a dispensation.
As previously stated, the only way to reverse a decision is for a judicial review and the police federation will not fund such an action.
There is a total lack of independence. Commissioners are not supposed to have been serving police officers but I am aware of one in London who spent several years working for the HMIC.
If the IPCC are going to ignore a police officer reporting serious wrongdoing, a member of the public is on a hiding to nothing.
if they are so incompetent, why do they spend money on brochures promoting their work.

There's probably some 'victims of our own success' in there. Confidence lifted when Hardwick was appointed, and they probably got a surge of complaints which they can't now service.
A recent R4 (File on Four) documentary study quoted astonishly low figures of take-up, something over 90% of complaints being passed back to the accused police force to investigate themselves.
We all know that no street bobby thinks Professional Standards are on his side, but a large slice of the public certainly thinks they are.
I wonder though if those 90% are being passed back to theforces concerned simply because the complaints are of such a nature that they SHOULD have been investigated by the force anyway.
