The Ministry of Justice has now published the Criminal Evidence (Witness Anonymity) Bill:

The purpose of this bill is to put on a statutory footing a power for the courts to grant witnesses anonymity orders in criminal proceedings where this is consistent with the right of a defendant to a fair trial.

The Criminal Procedure Rule Committee has published an invitation to comment document proposing amendments and consolidation of the current Magistrates Courts and Youth Court trial rules contained in Part 37 of the Criminal Procedure Rules:

Fighting the knife crime epidemic has overtaken terrorism as the top priority for police in London, a senior officer disclosed as details emerged of the 18th teenager murdered in the capital this year. Shakilus Townsend, 16, pleaded for his mother and said "I don't want to die" as he bled to death near his home in south London after being stabbed at least four times with two knives. At a Metropolitan Police committee meeting yesterday, Sir Paul Stephenson, Deputy Commissioner, admitted that "clearly the message is not getting through" for youths to stop carrying weapons.
